Angolan Leader Stunned by Qatar's Unexpected Move on DRC Conflict

The Foreign Minister Téte António stated on Thursday in Luanda that Angola’s Head of State, João Lourenço, was taken aback by Qatar's move to convene Presidents Paul Kagame of Rwanda and Felix Tshisekedi of the Democratic Republic of Congo (DRC) in Doha.

The meeting in Doha occurred on the same day that Angola, which is serving as a mediator in the conflict, was set to start direct peace negotiations between representatives from the Democratic Republic of Congo (DRC) and the M23 rebel group backed by Rwanda.

During the meeting with the media coinciding with the visit of the Chairperson of the African Union Commission (AUC), Mahmoud Ali Youssouf, to Angola’s capital city, the Angolan representative stated that they appreciate all initiatives aimed at resolving disputes; however, he emphasized that “issues concerning Africa ought to be addressed by Africans.”

The diplomat mentioned being quite astonished by the encounter involving the presidents, which occurred on the very day a delegation from the Democratic Republic of Congo arrived in Luanda to hold talks with the M23 group.

The minister stated that the continent possesses all necessary systems due to substantial investments in supranational bodies, particularly those focused on resolving the ongoing conflict between the DRC and Rwanda.

African Union Commission

Concerning the visit from the AUC president, the diplomat mentioned that discussions centered around peace and security matters across Africa, along with outlining key themes for Angola’s leadership of the African Union.

Mahmoud Ali Youssouf, who previously served as the foreign minister of Djibouti, has recently assumed the role of chairman at the African Union Commission.

Located in Addis Ababa, the capital city of the Federal Democratic Republic of Ethiopia, the AUC serves as the executive body tasked with overseeing the daily operations of the African Union.

As the Chairperson of the Commission, Mahmoud Ali Youssouf serves as the executive director, legal representative, and budget manager for the organization.

His role involves executing the decisions made by the African Union’s bodies, advancing its goals, and harmonizing various initiatives and strategies with the regional economic communities.

He oversees the operations of the headquarters and other offices of the Union, ensuring overall administrative and financial adherence.

The presidential term for the leader of the Commission lasts four years and can be renewed once, with elections conducted by the Assembly of the African Union.
