Jacob Ngwele, who served as the inaugural Nairobi county assembly clerk, is recognized for establishing the institution from nothing back in 2013 when it merely existed on paper.
Now, as he sets his sights on becoming the chairperson of IEBC, his previous coworkers from the legislature believe his prior successes will work in his favor.
Led by Ngwele, the assembly established its secretariat and organizational framework, with Ngwele continuing to provide a steady voice amidst the political disputes between ODM and TNA.
His coworkers believe that if he managed to handle the intimidation and bullying often associated with city politics and completed his term until 2022, then he possesses both the resilience and endurance needed to head up the electoral commission.
The individual, aged 47, finds themselves among esteemed colleagues including former CIC Chair Charles Nyachae, ex-Chief Registrar of the Judiciary Anne Amadi, Kenya Power Chairman Joy Mdivo, and attorney Robert Asembo.
The interviews have been scheduled for next Tuesday. Ngwele chose not to participate in the interview for this particular story but did express appreciation for being shortlisted.
"I will not comment on behalf of the media right now. All I can say is that receiving attention from the panel due to my qualifications is a significant gesture. Both my work in the public sector and my legal practice are matters of public record," he stated to the Star.
Gavin Castro, who took over from Ngwele as the interim clerk of the assembly, characterized the experienced attorney as someone dedicated like a workhorse, finding fulfillment solely when the objective he has committed himself to is accomplished.
"What I understand about him is that he is diligent and his strong work ethic will surely earn appreciation from all Kenyans if given the opportunity to serve," Castro stated to the Star.
The man arrived at the office as early as 6 am and stayed until after 7 pm when working as a clerk. He established the assembly from nothing.
Ngwele’s ability to handle intricate and high-pressure scenarios makes her an ideal candidate for the electoral agency, particularly with the crucial 2027 elections approaching.
At the initial gathering, ODM and TNA were distinguished by just two members. The atmosphere frequently turned tense, with debates becoming heated, requiring clear-headed individuals to manage them effectively.
I recall that getting all the teams to convene for business discussions during the meeting was quite challenging," Castro stated. "It required the calm demeanor of our clerk to mediate an agreement and resolve the deadlock.
His talent for establishing institutions and his ability to bring together two opposing sides without aligning with one party is a crucial qualification.
Those who collaborated with Ngwele mentioned that he is a leader who doesn’t let personal matters cloud his judgment and can gracefully accept feedback and differing opinions.
In 2007, Ngwele was admitted to practice law. She then began working in parliamentary services in 2010 where she served as an assistant clerk for various committees within the National Assembly.
Subsequently, he assumed leadership roles in the Energy and Delegated Legislation committees, eventually advancing to become a senior legal advisor. Presently, he works as an attorney at Ngwele and Company LLP Advocates, serving as the firm’s managing partner.
The company's website characterizes him as "a prominent authority in parliamentary practice and procedure... devolution, legislative drafting, policy development and analysis; public financial management; conflict resolution; electoral and democratic systems; constitutional and administrative law along with public procurement law."
"Ngwele is also an experienced litigator who has managed intricate cases involving appearances before the High Court and Court of Appeal of Kenya as well as numerous specialized courts and tribunals," according to the website.
As detailed on the website, his qualifications consist of a Postgraduate Diploma from the Kenya School of Law and an LLB from Karnatak University Dharwad.
