They stated this encounter was not part of the planned discussions for the DRC conflict mediator.

As stated by the nation's foreign minister, the discussion occurred precisely on the same day that the DRC dispatched a delegation to Luanda for talks with the M23 rebels.

However, mere hours prior to when the discussions were scheduled to begin, the rebels backed by Rwanda withdrew unexpectedly.

Angola subsequently invoked force majeure as the justification for the failure of the negotiations to occur.

The Angolan government, acting as a mediator, has stated that they continue to work diligently to facilitate this meeting at a suitable time, emphasizing once again that dialogue remains the sole enduring resolution for peace in eastern DRC. "While all attempts to address disputes are appreciated, African issues ought to be addressed by Africans," declared Foreign Minister Téte António during a press briefing in Luanda.
