Spearheaded by the Ministry of Municipalities and Housing, these updated guidelines are designed to bolster compliance, fortify food safety protocols, and guarantee the highest levels of professionalism in the preparation, storage, and serving of beverages across the nation. This initiative underscores the UAE's unwavering commitment to public health and the continuous enhancement of service quality within its urban centres.

The newly enacted rules address several key areas, beginning with the strategic placement of juice shops and their associated kiosks. A core tenet of the regulations is the mandate for these establishments to operate exclusively within designated commercial zones or within the confines of existing, approved commercial centres. This planning criterion aims to integrate juice outlets seamlessly into the urban fabric while ensuring they meet specific zoning requirements.

Strategic Placement and Kiosk Guidelines

A particular focus has been placed on the positioning of kiosks, with stringent rules implemented to prevent congestion and maintain hygiene. Kiosks are now prohibited from being situated near main entrances or in areas identified as having high foot traffic, unless a minimum safety buffer of six metres is strictly observed. This distance is crucial for ensuring smooth pedestrian flow and minimising potential health risks.

Furthermore, the installation of kiosks within mall parking areas will now require explicit approval from municipal authorities. This measure ensures that such placements are carefully considered for their impact on traffic flow, pedestrian safety, and overall aesthetics within these high-activity zones. The aim is to strike a balance between convenience for consumers and the orderly management of public spaces.

Operational Separation and Food Safety Pillars

A fundamental aspect of the new regulations involves the mandatory provision of distinct, functional areas within each juice shop. These dedicated zones will be designated for preparation, serving, and storage, ensuring a clear operational separation. This segregation is paramount for enhancing overall cleanliness, preventing cross-contamination during the beverage preparation process, and maintaining a hygienic environment conducive to food safety.

The ministry has emphasised that these rules introduce a suite of crucial preventive measures. Central to these is the requirement for a transparent and readily accessible list detailing all products offered, their constituent ingredients, and any potential allergens. This empowers consumers with the necessary information to make informed choices, particularly those with dietary restrictions or allergies.

Transparency and Product Integrity

A strict prohibition is now in place against serving any beverage without providing accurate information regarding its preparation time and components. This move towards greater transparency ensures that consumers are fully aware of what they are consuming.

Moreover, juice shops must rigorously adhere to recommended refrigeration conditions for all perishable ingredients and finished products. This is a critical step in preventing the spoilage of ingredients and the proliferation of harmful bacteria. The regulations also explicitly forbid the display or sale of any products that do not meet the stringent specifications set forth by the Saudi Food and Drug Authority (SFDA), guaranteeing the quality and safety of all items offered to the public.

Enhanced Consumer Information and Payment Accessibility

The ministry has underscored the importance of providing clear and informative signage within all juice establishments. This signage must prominently feature the unified Saudi Business Center QR code, facilitating easy access to business information and regulatory compliance details. A clear and up-to-date price list must also be displayed, ensuring consumers are fully aware of the cost of their purchases before ordering.

In line with the UAE's drive towards a digitally-enabled economy, juice shops are now mandated to ensure the constant availability of electronic payment options. This move not only enhances customer convenience but also aligns with the nation's push for greater efficiency and reduced reliance on cash transactions.

Promoting Health Awareness and Waste Management

Beyond operational and informational requirements, the new regulations also focus on promoting public health awareness. Juice shops will be required to display health-awareness materials, educating customers on important health and hygiene practices.

Effective waste management is another critical component. Establishments must provide sealed, clean waste containers and designate a separate waste collection area situated away from preparation zones. This proactive approach to waste management is vital for maintaining a safe and hygienic operating environment, preventing pest infestations, and upholding the overall cleanliness of the premises.
