PH AI Talent War Heats Up: LGUs & Firms Go All Out

The rapid advancement of China's artificial intelligence (AI) sector is fueling an intense competition for skilled professionals. Local governments, technology giants, and the broader market are all intensifying their efforts to attract and retain top AI talent, signaling a significant shift in the nation's high-tech landscape. This surge underscores the growing importance of AI in driving economic growth and innovation.

Local Governments Spearhead AI Talent Acquisition

Municipal governments across China are actively participating in the race to secure AI expertise. In a notable example, Ningbo, a prominent city in Zhejiang province, recently hosted a city-level recruitment fair specifically focused on AI. The event, which took place on a Sunday, showcased over 2,500 job openings from 168 employers, according to official communications from the Ningbo municipal government.

A significant portion of these positions, approximately 43 percent, were directly involved in AI-related fields. These included specialized roles such as:

  • Embodied intelligence simulation algorithm experts
  • Reinforcement learning specialists
  • Large model deployment engineers
  • Robotics perception algorithm engineers
  • AI researchers

The average annual salary offered at the Ningbo fair reached a record high of 160,000 yuan (approximately $22,000 USD). Furthermore, some companies signaled their commitment to securing top-tier candidates by offering compensation packages exceeding 1 million yuan. The recruitment fair was strategically organized into six distinct zones, catering to key local industries and future growth areas:

  • Equipment manufacturing
  • Green petrochemicals
  • Life and health
  • Modern services
  • The marine economy
  • Modern agriculture

This approach aimed to align talent demand with the city's industrial strengths and developmental priorities.

The recruitment momentum is not confined to Ningbo. On the preceding Saturday, the Liangjiang New Area in Chongqing Municipality organized a specialized job fair for digital economy talent. This event attracted more than 50 companies and presented over 400 vacancies. The positions spanned various domains, including software development, product operations, and AI-related fields. Notably, some key roles offered annual salaries exceeding 500,000 yuan. The fair proved to be highly effective, with over 150 preliminary employment agreements reportedly reached on-site.

In a broader provincial effort, Guangdong province organized multicity spring recruitment events in Anhui province on the same Saturday. This initiative saw the participation of 169 Guangdong-based companies, which collectively offered nearly 10,000 positions, accessible both online and in person. The focus was on attracting talent for emerging industries, with the objective of facilitating a stronger alignment between high-end talent and industrial resources across the two regions.

Corporate Giants Intensify AI Hiring Wars

The competition for AI talent is equally fierce at the corporate level. Technology firms are making significant strides in their recruitment efforts to secure the brightest minds in the field. On April 16, ByteDance, a leading technology conglomerate, announced the launch of its global campus recruitment program. This initiative targets roles in frontier technologies and is set to take place in major Chinese cities, including Beijing, Shanghai, Shenzhen, Hangzhou, and Chengdu, as well as international hubs like Singapore, Sydney, San Jose, Seattle, and San Diego.

ByteDance's recruitment program emphasizes core AI domains and underlying technical areas. Key areas of focus include:

  • Large model applications
  • Computer architecture and system optimization
  • AI safety
  • Hardware development
  • AI programming

The demand for cutting-edge AI talent has reached unprecedented levels. Since the beginning of 2026, leading technology companies have significantly expanded their AI-related hiring. Reports indicate that Tencent has increased its technical recruitment by 36 percent. At Alibaba, AI-related roles now constitute over 60 percent of their total hiring. Similarly, Baidu's campus recruitment efforts are heavily skewed towards AI, with over 90 percent of their campus hires focused on AI-related positions.

Rising Salaries Reflect High Demand

The surge in AI talent acquisition is directly correlated with a notable increase in salary levels. A recent industry report highlighted that during the spring recruitment season in January and February, job postings in the new economy sector saw a 12.77 percent increase. AI-related positions experienced an extraordinary surge, growing approximately twelvefold year on year. These roles now command an average monthly salary of 60,738 yuan, underscoring the premium placed on AI expertise.

The pursuit of highly specialized AI talent has led to some eye-watering compensation packages. Earlier this month, UBTech Robotics, a Hong Kong-listed robotics firm, attracted significant attention for its global search for a chief scientist in embodied intelligence. The company offered an annual compensation package starting at a remarkable 15 million yuan, with the potential to reach up to 124 million yuan.

China's Strengths in AI Talent Development

Industry observers attribute China's growing prowess in AI talent development to several key factors. A substantial pool of science and engineering graduates provides a consistent supply of skilled workers. Furthermore, the country's comprehensive industrial system fosters a virtuous cycle. This cycle involves the synergy between talent supply, industrial demand, and breakthroughs in innovation, creating a robust foundation for China to achieve future leadership in the AI sector. The concerted efforts by both government and private sectors, coupled with a strong educational pipeline, position China as a formidable player in the global AI race.
