CEBU CITY, Philippines — A local man was arrested for shooting and wounding a fish vendor in Barangay Labangon, Cebu City, on May 15. The incident has sparked concerns over the involvement of individuals linked to the illegal drug trade.

The shooter, identified as alias Francis, is a 38-year-old resident of Sitio Tubod, Barangay Buhisan. According to police reports, he is allegedly involved in the illegal drug trade and had previously evaded an anti-drug operation conducted by authorities 10 days before the shooting.

Francis reportedly shot the victim, a 50-year-old fish vendor, to "teach her a lesson." He claimed that he suspected her of informing the authorities about his alleged drug activities. However, he denied being directly involved in the drug trade, stating that he fled during the operation because he had a pending frustrated homicide case.

Police Colonel George Ylanan, chief of the Cebu City Police Office, revealed that they reviewed CCTV footage immediately after the shooting. After showing the footage to the victim’s relatives and other witnesses, the police successfully identified and arrested both Francis and his cohort, alias Ricky, a 21-year-old resident of Sitio Tambisan, Barangay Tisa. Both were apprehended in their respective homes.

Francis told police that he acted alone and that his nephew, Ricky, was unaware of the plan to attack the victim. According to Ricky, he was simply asked to drive the motorcycle without knowing the intent behind the trip.

The victim, a 63-year-old fish vendor, was traveling on a motorcycle taxi from Buhisan to Barangay Pasil to purchase fish for sale. The suspects, however, were waiting for her in Barangay Punta Princesa. They followed her motorcycle taxi until they reached Tres de Abril in Barangay Labangon.

At this point, Francis allegedly pulled out a .45-caliber pistol and shot the victim in the back, with the bullet piercing through her neck. The Labangon Police Station, led by Police Captain Joel Dela Cerna, conducted an immediate investigation and traced the CCTV cameras in the area.

A clear shot of the shooting, along with the faces of the suspects, their clothes, and the motorcycle, was captured by one of the cameras in Barangay Labangon. This footage played a key role in identifying and arresting the suspects.

Ongoing Investigation

As of now, the victim remains hospitalized, recovering from her injuries. Authorities have also recovered the gray motorcycle used in the attack.
