Strategic Partnership Between Russia and China

Russian President Vladimir Putin has arrived in Beijing for a summit with Chinese leader Xi Jinping, aiming to strengthen the strategic partnership that spans from Scandinavia to Southeast Asia. This meeting is expected to focus on deepening the relationship between the two nuclear powers, where China's economic strength complements Russia's vast oil production.

Frequent Visits and Strong Ties

Putin is no stranger to China, having visited the country numerous times. This week marks his 25th trip to China, according to Beijing’s foreign ministry. The two leaders have met dozens of times, often exchanging messages of support, condolences, and congratulations, including birthday wishes. Putin expressed confidence in their ability to deepen the Russia-China partnership during this visit.

China describes its relationship with Russia as "ironclad." After welcoming US President Donald Trump with great ceremony, Xi will be keen to demonstrate that China-Russia ties remain strong. Experts suggest that this meeting serves as a reminder to Washington about the enduring nature of this relationship, which has lasted over 30 years.

Unequal but Beneficial Relationship

Despite the strong diplomatic ties, the China-Russia relationship is not equal. Bilateral trade has significantly increased since Russia's invasion of Ukraine, more than doubling the level seen in 2020. However, imports from Russia account for only around 5% of China’s total imports, while China makes up over a third of Russia’s imports and a quarter of its exports.

The two countries share common interests, particularly in opposing a world order dominated by the United States and the West. They are also long-standing partners of Iran and North Korea.

Back-to-Back Meetings with Trump

Putin’s visit comes shortly after Trump’s trip to Beijing, making the sequence of meetings significant. Experts believe that this back-to-back schedule allows Xi to brief Putin on the outcomes of the Trump meeting. During his visit, Trump praised Xi and highlighted potential trade deals, as well as shared goals regarding Ukraine and Iran.

Ukraine and Regional Concerns

Ukraine was among the issues discussed during Trump and Xi’s meeting. While reaching a conclusion on Ukraine is a priority for Putin, China is unlikely to become the main architect of the settlement process. Any concrete ceasefire arrangements or political roadmap will depend on the initiative of the key actors involved.

This week, Putin and Xi will discuss international and regional issues of common concern. China has consistently called for talks to end the fighting in Ukraine but has never condemned Russia for sending troops into the country. Beijing also denies providing Moscow with weapons and military components for its defense industry.

Energy Cooperation and Pipeline Projects

China is the largest buyer of Russian fossil fuels, making it a crucial economic partner for Moscow, which faces Western sanctions on oil and gas due to the Ukraine war. The two countries are discussing the construction of a major “Power of Siberia 2” natural gas pipeline from Russia to China through Mongolia.

For Putin, the relationship is more important than ever, especially economically. The situation in Iran could boost the chances of the pipeline being built, as China is directly affected by the lack of petroleum crossing the Strait of Hormuz since strikes began. However, Beijing prefers a diverse supply of energy sources and does not want to be overly dependent on Russia for energy.

In last week’s talks, Xi agreed to help Washington re-open the Strait of Hormuz, as reported by Trump to Fox News.
