The Debate Over Time and the Need for Smarter Scheduling

The U.S. House of Representatives recently passed the Sunshine Protection Act, which aims to make daylight saving time permanent. This decision has sparked a national conversation about time, but it also raises important questions about how we structure our workdays. While changing the national clock may eliminate the annual ritual of adjusting our clocks, it does not address the deeper issue: aligning work schedules with human biology.

Why One Clock Doesn’t Mean One Biological Schedule

Humans share a 24-hour circadian cycle, but each person experiences this cycle differently. Circadian rhythms influence sleep, alertness, hormone activity, body temperature, and other physical and mental processes. Light and darkness are major factors, along with activities like eating, exercise, and stress.

Chronotype refers to an individual’s tendency to be more alert and tired at different times of the day. Some people are early birds, reaching their peak energy in the morning, while others are night owls, feeling most alert later in the day. These differences are not just habits; they are deeply rooted in biology.

Research shows that cognitive performance improves when people work closer to their preferred time. Our ability to concentrate, remember, judge, and regulate emotions changes throughout the day, and these changes vary from person to person.

The Traditional Workday Favors Some Biological Clocks

The traditional 9-to-5 workday was established for historical and economic reasons, not because all humans naturally align at 9 a.m. Yet many organizations still treat this schedule as the standard. This approach favors those whose circadian rhythms fit an early schedule. A morning person may be ready for a complex discussion, while an evening-oriented colleague might be physically awake but not yet at their cognitive peak.

Some industries already recognize the importance of biological timing. Aviation regulators and airlines consider fatigue, sleep history, night work, and circadian disruption when evaluating pilot schedules. Medical residency programs also have formal requirements for managing alertness and fatigue. In these fields, attention lapses can have serious consequences, making biological timing an operational concern rather than a personal preference.

The Consequences of Poorly Timed Work

While the consequences of a poorly timed strategy meeting may not be as dramatic as fatigue in a cockpit or operating room, attention, judgment, memory, and emotional regulation still matter. Leaders often rely on these capacities without considering when employees are biologically best prepared to use them.

This doesn’t mean every employee should have an entirely individual schedule. Organizations need coordination, customers need reliable access, and teams need time together. Some tasks must happen at specific hours. However, leaders should distinguish between hours that serve a genuine operational need and those maintained by convention.

Flexibility Works Best With Boundaries

A more biologically-informed workday can still be structured and orderly. Leaders might create core collaboration hours while allowing some flexibility in start and finish times. They can reserve demanding discussions for periods when most of the team is likely to be functioning well, and leave routine or individual work for the edges of the day.

They can also reconsider what needs to happen synchronously. A status update that requires eight people to attend an early meeting may work just as well in writing. An employee who does focused analytical work best later in the day may not need to perform it during the same hours as a colleague who prefers an early start.

Recent management guidance emphasizes the importance of aligning tasks with daily peaks and low points rather than assuming energy and judgment remain constant from morning through afternoon.

The Path Forward

None of this requires a companywide chronotype assessment or a schedule designed around every personal preference. A useful first step is simply to ask which working hours are necessary for performance and which are evidence of inherited routine.

Permanent daylight time may end the disruption of changing clocks twice each year, but it cannot make millions of biological clocks run in unison. Congress controls the national clock, but leaders still control how rigidly their organizations follow it.
