Teens Targeted: Iranian Spies Recruit Brits Online

Iranian intelligence services are reportedly enlisting teenagers via social media platforms to conduct surveillance and potentially carry out attacks on British soil. Investigations have revealed that various channels on the messaging app Telegram, which are publicly accessible, have been advertising tasks purportedly for the Iranian regime. These channels are linked to Iran's intelligence service and are said to offer payments of around £500 for completing specific assignments.

Experts suggest that this recruitment strategy mirrors tactics previously employed by Tehran in Israel. In Israel, individuals as young as 14 have faced charges for allegedly filming Israeli military installations in exchange for financial compensation. The advertised tasks, often presented in both English and Hebrew, range from simple filming to more complex surveillance operations, with the potential to earn thousands of pounds for more involved assignments.

To manage the recruitment process, these Telegram channels are utilising automated chatbots. These bots are designed to gather crucial information from potential recruits, including their geographical location, their motivations for participating, and any relevant skill sets they may possess. Payments for completed tasks are reportedly offered in cryptocurrency, a method chosen to obscure the origin of the funds and make tracing more difficult.

Expanding Operations on Foreign Soil

A former Israeli intelligence officer, Or Horvitz, has highlighted the persistent efforts of Iranian intelligence in both the United States and the United Kingdom. He stated that these operations are part of a larger security strategy being developed by Iran in these Western nations. Horvitz explained that due to the difficulties Iran faces in operating directly on foreign soil, they frequently resort to indirect methods, showing a notable lack of restraint in their approach.

"They have carried out multiple actions on both UK and US soil, attempting to destabilise situations and, most importantly, targeting Jews and Israelis," Horvitz commented. He further emphasised the significant resources Iran is dedicating to these endeavours, noting that from his understanding, they appear to have "no real red lines when it comes to operating in the UK, which they view as one of the most attractive environments in which to operate."

Recent Incidents Under Scrutiny

This revelation comes at a time when UK police are actively investigating a series of incidents, including the recent torching of four Jewish community ambulances in Golders Green. While three arsonists involved in that attack remain at large, investigators are increasingly convinced of Iran's potential involvement. Two British men, aged 45 and 47, were arrested in connection with the ambulance incident but have since been released on bail.

Law enforcement agencies are exploring the possibility that the arsonists may have been recruited online, a tactic that bears resemblance to methods employed by Russia's Wagner Group. In a separate incident in 2024, the Wagner Group allegedly hired individuals to carry out an arson attack on a Ukrainian business in East London. The ringleader of that operation, a 21-year-old named Dylan Earl, was reportedly recruited through an automated Russian chatbot on an encrypted Telegram app, which he then used to enlist other members of the gang.

Authorities are still working to confirm whether the Golders Green ambulance attack was orchestrated by an alleged Iranian terror group known as Harakat Ashab al-Yamin al-Islamiya, which has claimed responsibility for the incident.

Targeting Vulnerable Individuals

A new group, believed to be linked to Iran, has reportedly recruited teenagers as young as 17 to participate in a series of recent attacks across Europe, including an arson attack on a synagogue in Rotterdam.

Roger Macmillan, a professional in military and security who has extensive experience in countering Iranian state-sponsored threats, observed that teenagers are actively engaging with Telegram accounts associated with Iran. He elaborated that the messages are communicated in both English and Hebrew, indicating a deliberate effort to recruit disaffected Jewish individuals or Israelis, as well as English-speaking individuals who are in need of financial assistance.

"It's as blatant as that, it's straight out of a Russian playbook," Macmillan stated. "They offer British teenagers money and say I'll give you £500 - it's too easy. They'll ask kids to photograph this, film that. You don't know what that is used for. The person doing the actual recruitment probably won't know who he's doing it for, because somebody else is controlling him."

Macmillan further explained that the individuals being hired for these tasks are unlikely to be highly trained operatives. Instead, they are described as vulnerable young people who have been induced by promises of payment. "These are kids, these are vulnerable people who have been co-opted on the promise of, 'do this, video it, and we will give you £500'," he added.

The head of MI5, Sir Ken McCallum, has previously issued a stern warning to anyone contemplating carrying out such illicit activities on behalf of Iran or other hostile states. He stated: "If you take money from Iran, Russia or any other state to carry out illegal acts in the UK, you will bring the full weight of the national security apparatus down on you. It's a choice you'll regret."
