UAE Leads the World in AI Adoption, Surpassing 70% Usage Among Workforce
The United Arab Emirates has cemented its position as a global leader in artificial intelligence, with its workforce adopting AI tools at a pace unmatched anywhere else in the world. This remarkable surge has propelled the nation to the pinnacle of Microsoft’s global AI diffusion ranking for the first quarter of 2026, marking a significant milestone as the first economy to surpass the 70 percent usage threshold.
The latest data from the Microsoft AI Economy Institute reveals that AI adoption among the UAE's working-age population now stands at an impressive 70.1 percent. This represents a substantial increase from the previous ranking of 64 percent and an even more significant jump from 59.4 percent earlier. This commanding lead underscores the rapid integration of AI beyond policy discussions and into the daily fabric of work, education, government services, and private enterprise operations across the Emirates.
The AI diffusion ranking is meticulously compiled by analysing the proportion of individuals aged 15 to 64 who have engaged with generative AI tools within a specified period. The methodology employs aggregated, anonymised digital usage signals, carefully adjusted to account for variations in internet access, device penetration, operating system market share, and population demographics. The UAE's exceptional performance is not solely due to its top ranking but also highlights the considerable disparity between digitally advanced economies and those still grappling with infrastructure limitations, skills gaps, and language barriers. Globally, many regions still lag significantly behind, with AI adoption rates often remaining below 10 percent.
The UAE's ascent in AI adoption has been characterized by a steady, sustained growth rather than a sudden, ephemeral spike. Its AI adoption rate has progressed from 59.4 percent to 64 percent and subsequently to 70.1 percent across successive Microsoft assessments, demonstrating a consistent diffusion pattern. This latest achievement coincides with a global increase in AI usage, which reached 17.8 percent of the working-age population in the first quarter of 2026. While this global uptake reflects accelerated adoption across business, education, and software development sectors, it still falls considerably short of the penetration achieved by the UAE.
Among other leading nations in AI adoption are Singapore, Norway, Ireland, and France. Interestingly, the United States, despite being home to many of the world's leading AI companies, ranked lower in terms of broad population usage. This contrast effectively illustrates the distinction between being a pioneer in the development of cutting-edge AI systems and achieving widespread adoption among a nation's entire workforce, student body, public institutions, and private businesses.
The UAE's leading position is a testament to more than just a popular embrace of chatbots and productivity enhancers. Over the past decade, the nation has strategically embedded AI into its core economic diversification initiatives, its public sector reform agenda, and its comprehensive digital infrastructure planning. The National Artificial Intelligence Strategy 2031 explicitly aims to position the UAE as a preeminent global AI hub, foster deeper AI integration across key economic sectors, and catalyse a broader transition towards a knowledge-based economy.

The appointment of Omar Sultan Al Olama as the Minister of State for Artificial Intelligence in 2017 was a pioneering move, establishing one of the world's earliest ministerial portfolios dedicated to AI. Since then, AI-driven programmes have been systematically deployed across a wide spectrum of government services, including education, healthcare, finance, aviation, logistics, and smart-city development.

Both Microsoft and G42 have unveiled ambitious plans for infrastructure enhancements, including the development of additional high-capacity facilities. These state-of-the-art facilities are designed to support secure cloud services, sophisticated AI workloads, and provide access to advanced computing power.
