The Assam Education Minister, Ranoj Pegu, presented a bill in the state Legislative Assembly with the objective of regulating private tutoring centers. The intention behind this legislation is to guarantee high-quality education for candidates preparing for various competitive examinations.

1. **Mandatory Registration**: Both current and upcoming institutions are obligated to complete their registration process within a specified timeframe prior to commencing operations.
2. **Clear Definitions**: The terms “tuition center,” “instructor,” and “enrollment” have been explicitly clarified to prevent ambiguity.
3. **Detailed Applications**: Institutions must furnish data regarding course content, class timings, tuition charges, physical setup, and academic credentials of personnel involved.
4. **Operational Standards**: Adherence to guidelines concerning security measures, staffing proficiency, adequate learning spaces, and prohibiting deceptive advertising practices is mandated.
5. **Code of Ethics**: There’s an emphasis on transparent fee structures and reporting educational achievements alongside obligatory sessions focused on psychological well-being and counseling services.

Assam Chief Minister Himanta Biswa Sarma mentioned, "This legislation will enforce rigorous compliance with regulations and introduce clarity in private coaching institutes And contribute to the holistic well-being of students."

Ranoj Pegu, the Education Minister of Assam, stated, "This bill enhances responsibility, security, and inclusivity within the tutoring industry of Assam."

On the contrary, the Assam Education Minister also presented "The Assam Private Universities (Amendment) Bill ", 2025," in the Assam Legislative Assembly.

The Bill suggests specific guidelines for private universities including compulsory vetting of funding organizations, prohibiting religious conversions, limiting the introduction of new technical and medical programs, and requiring governmental reviews every three years.

The State Education Minister presented eight amendment bills before the Assam Legislative Assembly related to Bongaigaon, Gurucharan, Jagannath Barooah, Nagaon, North Lakhimpur, Sibsagar, Swahid Kanaklata Baruah, and Kokrajhar Universities.

These changes aim to grant the state government the authority to select the initial Vice Chancellor for every new university created. Following this, subsequent appointments of Vice Chancellors will be made by the Governor based on recommendations from a panel consisting of representatives chosen by the Governor, the Executive Council of the specific university, as well as one representative nominated by the state government.

After the signing of the Memorandum of Understanding at Advantage Assam 2.0, the Assam Education Minister presented three bills in the Assam Legislative Assembly on Friday aimed at establishing three private universities within the state.
