Amit Shah Praises Northeast Peace Efforts: 12 Key Accords Signed, 10,900 Youths Lay Down Arms

Significant progress has been made regarding safety conditions in the Northeastern states since 2014. The data from a statement released by the Ministry of Home Affairs' Northeast Division shows an impressive decrease: a 71% drop in insurgent activities, a 60% decline in fatalities among security personnel, and an 82% reduction in civilian casualties recorded in 2023 compared to figures from 2014.

The North East region of India comprises eight states--Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, and Tripura--each with its own distinct history and identity. The region shares its borders with Bhutan, China, Myanmar, and Bangladesh and has been one of the most sensitive regions in India. Since 1947, its history has been marred by insurgency and underdevelopment.

The Bodo Peace Agreement (2020): On January 27, 2020, a Memorandum of Settlement (MoS) was signed with the Bodo groups from Assam to address the longstanding Bodo issues. Following this agreement, 1,615 cadre members were affected.

The NDFB factions capitulated on January 30, 2020, and were dissolved between March 9 and 10, 2020.

The Karbi Peace Accord (2021): On September 4, 2021, a Memorandum of Settlement (MoS) was signed with delegates from the Karbi groups aimed at resolving the long-standing issues in the Karbi Anglong region.

Following this, more than 1000 armed combatants in Assam have renounced violence and integrated into the mainstream societal framework.

The Adivasi Peace Agreement (2022): On September 15, 2022, delegates from eight Adivasi communities signed a Memorandum of Settlement (MoS), marking an end to the long-standing conflict involving Adivasis and tea plantation laborers in Assam. Subsequently, 1,182 members of these Adivasi organizations integrated into society by surrendering their weapons.

The DLNA Peace Accord (2023): On April 27, 2023, a Memorandum of Settlement (MoS) was signed between the Dimasa National Liberation Army/Dimasa People’s Supreme Council (DLNA/DPSC) from Assam, marking an agreement to conclude the insurgency in the Dima Hasao district within Assam. Subsequently, as part of this accord, 181 members of the DLNA laid down their weapons and reintegrated into society on October 28, 2023.

The UNLF Peace Accord (2023) represents an agreement outlining foundational rules between the United National Liberation Front (UNLF)—a militant organization rooted in the Manipur Valley—and relevant authorities. This accord, finalized on November 29, 2023, commits the UNLF to renounce violent tactics and pledge allegiance to both the Indian constitution and national legislation as part of their transition back into society’s fold.

The ULFA Peace Accord (2023): On December 29, 2023, a Memorandum of Settlement (MoS) was signed between the government and the United Liberation Front of Assam (ULFA). According to this accord, ULFA committed to renounce violent methods, hand over all weapons and ammunition, dissolve their militant group, and participate in legitimate democratic processes as defined by the laws while supporting national unity.

Earlier, Union Home Minister Amit Shah participated in a meeting with the Chief Ministers Northeast Elected representatives from various states attended a public event on the last day of the 57th Annual Meeting of the All Bodo Students Union (ABSU), which took place at Bodofa Fwthar, Dotma, in Assam’s Kokrajhar district.

At the 57th Annual Conference of ABSU, Shah looked back at the tranquility achieved in Bodoland following the signing of the Bodoland Territorial Region (BTR) Peace Agreement in 2020. He affirmed that the central government was committed to implementing all aspects of the agreement to maintain enduring peace in the area.

Shah mentioned that even though the Congress party initially had doubts, about 82 percent of the agreement's clauses have been enforced by the Assam government along with the Center.

This event underscores the peace achieved in Bodoland. On January 27, 2020, the BTR (Bodoland Territorial Region) Peace Accord was signed. Previously, the Congress party ridiculed me, asserting that achieving peace in Bodoland was impossible and that the accord would amount to nothing more than a mockery. However, as of now, both the Assam government and the Central authorities have enforced approximately 82 percent of the accord’s clauses,” Shah stated.

Shah stated that the Modi administration was committed to implementing all aspects of the accord over the coming two years, guaranteeing enduring peace in the BTR area.

The Home Minister additionally mentioned that as per the terms of the agreement, the Armed Forces (Special Powers) Act (AFSPA) was revoked across the whole Bodoland area starting April 1, 2022. Shah emphasized the advancements and developments the region has seen post the signing of the peace treaty.

In contrast, during last November, Prime Minister Narendra Modi mentioned that over 10,000 young individuals had renounced weapons and stopped violent activities in Assam following peace agreements. (ANI)
