K-Perf launched to standardize domestic AI chip performance verification

The government has unveiled ‘K-Perf’, a nationally certified indicator to objectively verify the performance of domestically produced artificial intelligence (AI) semiconductors (NPU). This aims to boost major companies’ adoption of domestic chips by providing clear performance data.

The Ministry of Science and ICT held the ‘2025 AI Semiconductor Future Technology Conference’ at the Lotte Hotel in Sogong-dong, Seoul, on the morning of the 10th, and officially launched the ‘K-Perf Council’ with 15 industry, academia, and research institutions. The council saw significant participation from fabless (design) companies such as Rebellions·FuryosaAI and major demand-side firms including Naver Cloud, KT Cloud, Samsung SDS, and LG CNS.

K-Perf standardizes specific measurement conditions required by demand-side companies in real service environments. It measures performance by subdividing input/output token counts and batch processing capabilities based on the latest large language models (LLMs) such as Llama, Llama 3.1. Demand-side companies can use this indicator to verify domestic NPUs’ technological capabilities and decide on adoption.

During the event, a luncheon meeting shared achievements in AI semiconductor R&D and commercialization, alongside an exhibition booth. The Ministry of Science and ICT announced that after investing 142.5 billion Korean won in AI semiconductor R&D this year, it increased commercialization budgets by 79.4 billion Korean won through supplementary budgets, executing a total of 110.3 billion Korean won. Combined support for R&D and commercialization exceeded 250 billion Korean won.

The exhibition showcased a next-generation domestic NPU with 2-petaflops class, petaflops performance, optimization cases linking domestic NPUs with domestic and global LLMs, and on-device AI semiconductors. Vice Prime Minister’s commendations were awarded to six industry, academia, and research figures who contributed to developing NPUs optimized for large LLMs and expanding global cooperation for domestic AI semiconductors, as well as the grand prize-winning team of the AI Semiconductor Competition.

Minister of Science and ICT Bae Kyung-hoon stated, “Semiconductors are the core infrastructure supporting the nation’s AI transformation,” adding, “We will spare no effort in advancing low-power chip technology and providing verification support to help domestic fabless companies leap into the global market.”
